EN 1504 is the 10-part European standard series from CEN/TC 104/SC 8 that defines products and systems for the protection and repair of concrete structures, from repair mortars and injection resins to the 11 principles of EN 1504-9:2008. EN 1504 products sit beside sealants, membranes and grouts in the wider field of construction chemicals.
Six parts, EN 1504-2 to EN 1504-7, set requirements for products: surface protection, repair mortars, structural bonding, injection, anchoring of reinforcing bar and reinforcement corrosion protection. Four parts guide the work around those products: Part 1 (definitions), Part 8 (quality control and evaluation of conformity), Part 9 (principles) and Part 10 (site application). EN 1504-3:2005, EN 1504-4:2004, EN 1504-5:2004, EN 1504-6:2006 and EN 1504-7:2006 are cited as harmonised standards in the European Commission summary list of 2026-02-09, so products under them carry a declaration of performance (DoP) and CE marking. Standards, codes and regulations are checked against their issuing bodies, product values against the named data sheet and prices against the dated source named in the sentence; see our methodology and fact-checking.

What Is EN 1504?#
EN 1504 is a CEN standard series of 10 parts, numbered EN 1504-1 to EN 1504-10, that sets definitions, product requirements, conformity rules, design principles and site rules for concrete protection and repair. Part 1 (EN 1504-1:2005) defines the terms, and Part 9 (EN 1504-9:2008) sets the general principles for the use of products and systems; neither part is harmonised. Specifiers who work across several product families compare EN 1504 with the other construction chemicals standards.
The 10 parts of EN 1504 and their current editions#
Each of the 10 parts carries its own edition year, from EN 1504-2:2004 to EN 1504-8:2016. The table below lists every part with its title, edition, date and harmonised status.

Part 5 is the one part with two live editions: EN 1504-5:2013 is the CEN current text, while EN 1504-5:2004 stays the harmonised edition for CE marking.
BS EN, DIN EN and UNE EN 1504: national editions of one CEN standard#
BS EN 1504, DIN EN 1504 and UNE EN 1504 are national adoptions of the same CEN text, so the CEN designation and edition decide the content. National years differ from the CEN years: DIN EN 1504-2 carries 2005-01 and DIN EN 1504-3 carries 2006-03, while BSI published BS EN 1504-2:2004 on 2004-12-15 and BS EN 1504-6:2006 on 2006-09-29, both with status Current. In Great Britain, a written ministerial statement of 2024-09-02 keeps the CE mark available for construction products with no end date. Two national application documents sit on top of the series: Concrete Society TR 69, on the repair of concrete structures with reference to BS EN 1504, in the UK, and the DIBt TR Instandhaltung (parts 1 and 2) in Germany, which accepts CE-marked products with a DoP where the declared performance fits the use.
What Does the EN 1504 Series Cover?#
The EN 1504 series covers products and systems that protect or repair concrete structures, reinforced and unreinforced, together with the definitions, quality control and evaluation of conformity that go with them. Structures in scope include buildings and civil engineering works such as bridges, car parks and marine structures, wherever the concrete itself is protected or reinstated.
The series stops at floors that serve as a wearing layer only: flooring not intended to protect or reinstate a concrete structure is standardised in EN 13813, and heavily loaded flooring that does protect the structure also satisfies EN 13813. Inside the boundary, EN 1504-3:2005 covers six repair methods: 3.1 hand-applied mortar, 3.2 recasting, 3.3 spraying, 4.4 strengthening by adding mortar, 7.1 increasing cover and 7.2 replacing contaminated or carbonated concrete. Selection by product family, from patching to corrosion protection, sits on the page for concrete repair products.
What Are the 11 Principles of EN 1504-9?#
EN 1504-9:2008 defines 11 principles: six address defects in the concrete itself and five address corrosion of the reinforcement, and each principle groups methods that a repair design selects. EN 1504-9:2008 replaced the prestandard ENV 1504-9:1997 and is not harmonised. A product therefore never complies with EN 1504-9; it declares a product part, a class and the method it serves.
Principles 1 to 6: defects in the concrete#
Six principles protect or restore the concrete: PI, MC, CR, SS, PR and RC. The six principles with one example method each are listed below.
- PI, protection against ingress (principle 1): method 1.1 hydrophobic impregnation and method 1.5 injection of cracks.
- MC, moisture control (principle 2): method 2.1 hydrophobic impregnation.
- CR, concrete restoration (principle 3): methods 3.1 hand-applied mortar, 3.2 recasting and 3.3 spraying.
- SS, structural strengthening (principle 4): method 4.4 adding mortar or concrete.
- PR, increasing physical resistance (principle 5): surface protection products under EN 1504-2:2004.
- RC, resistance to chemicals (principle 6): surface protection products under EN 1504-2:2004.
Principles 7 to 11: reinforcement corrosion#
Five principles deal with reinforcement corrosion: RP, IR, CC, CP and CA. The five principles are listed below in their EN 1504-9:2008 order.
- RP, preserving or restoring passivity (principle 7): methods 7.1 increasing cover and 7.2 replacing contaminated or carbonated concrete.
- IR, increasing resistivity (principle 8): method 8.1 hydrophobic impregnation.
- CC, cathodic control (principle 9).
- CP, cathodic protection (principle 10): method 10.1.
- CA, control of anodic areas (principle 11): methods 11.1 active coating and 11.2 barrier coating of the bar, and 11.3 corrosion inhibitor applied to the concrete.
Two of these methods have no product part. Cathodic protection under method 10.1 and surface-applied inhibitors under method 11.3 are designed and specified without an EN 1504 product declaration, which is why sacrificial systems such as galvanic anodes for reinforced concrete are specified by design rather than by an EN 1504 class.
Which EN 1504 part serves which principle?#
Five product parts map to named principles and methods, while Part 6 is written without a method number here. The table below maps each product part to the principles and method numbers it serves.
| Part | Principles | Methods |
|---|---|---|
| EN 1504-2:2004 | PI, MC, PR, RC, IR | 1.1, 2.1, 8.1 (hydrophobic impregnation) and surface coatings |
| EN 1504-3:2005 | CR, SS, RP | 3.1, 3.2, 3.3; 4.4; 7.1, 7.2 |
| EN 1504-4:2004 | SS | 4.3, 4.4 |
| EN 1504-5:2004 | PI, SS | 1.5; 4.5, 4.6 |
| EN 1504-6:2006 | SS | Anchoring of reinforcing bar |
| EN 1504-7:2006 | CA | 11.1, 11.2 |
| No product part | CP, CA | 10.1; 11.3 |
What Do the EN 1504 Product Parts Require?#
Six parts of EN 1504, Parts 2 to 7, set performance requirements for products, and each states its thresholds as minimum or maximum values in a named EN test method. A requirement is what every product of a class must reach; a declared value is what one named product reports on its DoP.
Parts 2, 3, 4 and 7 at a glance#
Four product parts have their own pages on this site, so this table shows only their headline requirement.
| Part | Product | Headline requirement | Full treatment |
|---|---|---|---|
| EN 1504-2:2004 | Surface protection: hydrophobic impregnation (H), impregnation (I), coating (C) | H penetration depth class I < 10 mm (0.39 in), class II ≥ 10 mm (0.39 in); C: CO2 diffusion resistance sD,CO2 > 50 m (EN 1062-6); coating pull-off flexible ≥ 0.8 / 1.5 N/mm² (116 / 218 psi), rigid ≥ 1.0 / 2.0 N/mm² (145 / 290 psi) without / with traffic | EN 1504-2 surface protection systems |
| EN 1504-3:2005 | Repair mortars and concretes (CC, PCC and PC binders) | Compressive strength (EN 12190): R4 ≥ 45 MPa (6,527 psi), R3 ≥ 25 MPa (3,626 psi), R2 ≥ 15 MPa (2,176 psi), R1 ≥ 10 MPa (1,450 psi); chloride ≤ 0.05 % | concrete repair mortars |
| EN 1504-4:2004 | Structural bonding | Table 3.2 bonded mortar: compressive ≥ 30 N/mm² (4,350 psi), shear ≥ 6 N/mm² (870 psi, EN 12615); Table 3.1 bonded plate: pull-off ≥ 14 N/mm² (2,030 psi), shrinkage ≤ 0.1 % | epoxy bonding agents and structural adhesives |
| EN 1504-7:2006 | Reinforcement corrosion protection | EN 15183: coated areas free of corrosion, creep at the pillar base < 1 mm (0.04 in); EN 15184: bond ≥ 80 % of the uncoated reference at 0.1 mm (0.004 in) | rebar corrosion protection coatings |
The non-structural repair classes need a partner product where carbonation matters. EN 1504-3:2005 R1 and R2 mortars do not protect against carbonation without EN 1504-2 surface protection, and EN 1504-3 class R3 is unrelated to ASTM C928 Type R3, a rapid-hardening class.
Injection products under Part 5: categories F, D and S#
EN 1504-5 sorts injection products into three categories, F (force-transmitting), D (ductile) and S (swelling), with a reactive polymer (P) or hydraulic (H) binder. Category F fills cracks that must carry load again, category D seals moving cracks against water and category S swells to close a crack or joint. Chemistry decides which category a product reaches, a choice compared on the page for injection resins for concrete.
The table below sets the 2013 CEN requirements beside the 2004 harmonised requirements for each category.
| Requirement (test) | F1 | F2 | D | S | Edition |
|---|---|---|---|---|---|
| Tensile bond | ≥ 3.0 N/mm² (435 psi), lowest reading 2.5 | ≥ 2.0 N/mm² (290 psi), lowest reading 1.5 | n/a | n/a | 2013 |
| Elongation | n/a | n/a | > 10 % | n/a | 2013 |
| Watertightness (EN 14068) | n/a | n/a | 2 x 10^5 Pa (2 bar, 29 psi) | 2 x 10^5 Pa (29 psi) with 500 pressure cycles | 2013 |
| Viscosity (EN ISO 3219) | n/a | n/a | n/a | ≤ 60 mPa·s (60 cP) | 2013 |
| Crack filled at 0.5 and 0.8 mm (0.020 and 0.031 in) | > 90 % | > 90 % | > 90 % | > 95 % | 2013 |
| Splitting | > 7 N/mm² (1,015 psi) P; > 3 N/mm² (435 psi) H | same | n/a | n/a | 2013 |
| Injectability (P binder) | class 1 < 4 min at 0.1 mm (0.004 in); class 2 < 8 min at 0.2 mm (0.008 in); class 3 < 12 min at 0.3 mm (0.012 in) | same | n/a | n/a | 2013 |
| Tensile bond (EN 12618-2) | > 2 N/mm² (290 psi) H, or cohesive failure in the substrate P | same | n/a | n/a | 2004 (harmonised) |
| Volumetric shrinkage (EN 12617-2) | < 3 % | same | n/a | n/a | 2004 (harmonised) |
| Glass transition temperature (EN 12614) | > 40 °C (104 °F) | same | n/a | n/a | 2004 (harmonised) |
The 2013 values are not the 2004 harmonised requirement; a DoP declares against EN 1504-5:2004.
EN 1504-5:2013 adds the F1 and F2 bond levels, the injectability classes and the D and S tests listed above, and it defines pot life as the time a 1,000 ml sample takes to reach 1,000 mPa·s. Category F3 carries a declared value only and is meant for filling voids.
Declarations follow the 2004 edition: Sikadur-52 Injection Normal, under DoP 36748706 (2019), declares U(F1)W(3)(1)(8/30)(0) to EN 1504-5:2004 under AVCP system 2+ with notified body 0921.
Anchoring products under Part 6: pull-out, creep and chloride limits#
EN 1504-6:2006 limits the pull-out displacement of an anchored reinforcing bar to 0.6 mm (0.024 in) at 75 kN (16.9 kip) in the EN 1881 test. Creep under EN 1544 stays at or below 0.6 mm (0.024 in) at 50 kN (11.2 kip) over 3 months, chloride content stays at or below 0.05 %, and polymer (PC) products reach a glass transition temperature of at least 45 °C (113 °F) or 20 K above the maximum service temperature.
Part 6 is declared by precision grouts and resin anchoring products used to fix bars in repair and strengthening works. Sika AnchorFix-3+ carries one such EN 1504-6 declaration, with factory production control certified by body 0921. US approvals work differently and do not read EN 1504-6 values, a contrast covered on the page for chemical anchors.
Which Test Methods Does EN 1504 Cite?#
EN 1504 relies on about 84 supporting EN test-method standards, and five of them, EN 12190, EN 1542, EN 13412, EN 13057 and EN 1881, set the headline strength, bond, modulus, absorption and pull-out values of Parts 2 to 6. The table below links each method to its property and to the parts that cite it.

Is EN 1504 Harmonised, and How Does CE Marking Work?#
EN 1504-3:2005, EN 1504-4:2004, EN 1504-5:2004, EN 1504-6:2006 and EN 1504-7:2006 are cited as harmonised standards under Regulation (EU) No 305/2011 in the EC summary list of 2026-02-09. Products under these parts carry a DoP and CE marking. The citations run through OJEU 2018/C 092/06 and Implementing Decision (EU) 2019/451 as amended by (EU) 2022/2357 and (EU) 2023/2461 for EN 1504-3 and EN 1504-4; the Commission keeps the current list on its harmonised standards page.
Harmonised parts and guidance parts#
Parts 1, 8, 9 and 10 are not harmonised: they define terms, conformity procedures, principles and site work, and no product is declared against them.
Coexistence started on 2005-09-01 for Parts 2 and 4, 2005-10-01 for Part 5, 2006-10-01 for Part 3 and 2007-06-01 for Parts 6 and 7, and all ended on 2009-01-01, the date of full implementation. The EN 1504-6 record ties the part to mandate M/128 and the OJ notice C 259 of 2014-08-08.
AVCP systems 2+ and 4, and the role of Part 8#
Repair products under EN 1504-3:2005 follow AVCP system 2+ for buildings and civil engineering works and system 4 for low-performance uses. Under system 2+ the manufacturer carries out type assessment, factory production control (FPC) and sample testing, while a notified FPC certification body performs the initial inspection and continuing surveillance and issues the FPC certificate. Under system 4 the manufacturer does everything and no third party is involved. EN 1504-2 products follow 2+ or 4, with systems 1, 3 or 4 for reaction to fire, and EN 1504-5 declarations show both 2+ and 4.
EN 1504-8:2016 sets the quality control and evaluation of conformity for products under Parts 2 to 7, including marking and labeling. It supersedes EN 1504-8:2004 and is not harmonised.
What Regulation (EU) 2024/3110 changes for EN 1504 products#
Regulation (EU) 2024/3110 applies from 2026-01-08, yet EN 1504 declarations continue under the harmonised parts cited under Regulation (EU) No 305/2011 until the family moves by implementing act. Regulation (EU) 2024/3110 was published in the OJ on 2024-12-18 and entered into force on 2025-01-07; Art. 94 repeals Regulation (EU) No 305/2011 from 2026-01-08 except the listed articles and Annexes III and V, which are repealed on 2040-01-08. Under Art. 95(3), harmonised standards in force on 2026-01-08 stay valid until withdrawn; under Art. 95(9), a family moves one year after adoption of its Art. 5(8) or 6(1) implementing act. No construction-chemical family has moved as of 2026-10-22.
Delegated Regulation (EU) 2026/1310, adopted 2026-06-11, published on 2026-08-28 and in force since 2026-09-17, sets the future assessment and verification systems (AVS): concrete protection and repair products and kits take AVS 2+ for elements with a structural function and AVS 4 without one, structural adhesives take AVS 2+ and chemical anchoring kits AVS 1. The new regulation merges the DoP and the declaration of conformity into one declaration of performance and conformity (DoPC, Art. 15), and notified bodies are reassessed by 2030-01-08 under Art. 95. The general DoP and DoPC rules sit on the page for the EU Construction Products Regulation.
How Do Specifiers Check Products Against EN 1504?#
A specifier checks an EN 1504 product in two places: the declaration of performance, which states the part, edition, class and AVCP system, and the site record, which EN 1504-10 governs.
Reading an EN 1504 declaration of performance#
Six checks read an EN 1504 declaration of performance. A DoP is not a test certificate, and under system 4 no third party has checked it, so each check below reads the document itself.
- Check the part and edition: the harmonised edition, with EN 1504-5:2004 for injection products and EN 1504-3:2005 for repair mortars.
- Read the class or category: R1 to R4 under Part 3, F, D or S with binder P or H under Part 5, H, I or C under Part 2.
- Match the principle and method claimed to the repair design, for example method 3.1 hand-applied mortar or method 1.5 injection.
- Confirm the AVCP system and, for system 2+, the notified-body number and FPC certificate.
- Read every NPD (no performance determined) row as a property the product does not declare.
- Reject red flags: "EN 1504 certified" without part or class, "complies with EN 1504-9", "EN 1504-5:2013" or "EN 1504-5:2014" on a DoP, and a system 2+ CE mark without a notified-body number.
The "EN 1504-5:2014" flag is not hypothetical: the published DoP for Tekinject Epoxinject 300 cites that edition, which does not exist, since the only editions are 2004 and 2013.
Site application and quality control of the works (Part 10)#
EN 1504-10 covers site application and quality control of the works: substrate condition before and during application, storage, preparation, application, quality control, maintenance, health and safety, and environment. EN 1504-10 is not harmonised, so it binds a project only where the contract or a national document calls it up, as TR 69 does in the UK.
Which EN 1504 Editions Are Current, and Which Reviews Are Pending?#
The EN 1504 parts with a confirmed edition date from 2004 to 2016, and the CEN systematic reviews of Parts 2, 4, 6, 8 and 9 list a completion date of 2026-10-14. The review enquiries of EN 1504-2, -4, -6 and -9 started on 2022-04-21 and that of EN 1504-8 on 2022-07-01. A July 2015 prEN 1504-3 draft, with classes CM 1 to CM 4, reached a decision to abandon (45.98), so no revised repair part exists and "EN 1504-3:2015" is not an edition. The timeline below separates dated events from scheduled dates.

Where Do You Get Official Copies of EN 1504?#
Official copies of EN 1504 are sold by national standards bodies, such as BSI for BS EN 1504, DIN Media for DIN EN 1504 and UNE for UNE EN 1504, and CEN does not publish free copies. Prices are per part and per language: DIN Media listed DIN EN 1504-2:2005-01, 52 pages, as a PDF at EUR 124.80 including VAT in German and EUR 156.50 in English (accessed October 2026). PDF copies offered free on file-sharing sites are unauthorized, and some carry superseded editions such as BS EN 1504-10:2003. The three official routes are listed below.
- BSI Knowledge, for BS EN 1504 parts, for example BS EN 1504-3:2005.
- DIN Media, for DIN EN 1504 parts with their German national dates.
- The national member body of each CEN country, such as UNE in Spain, which sells the CEN text under its own prefix.
How Does EN 1504 Compare With US Concrete Repair Documents?#
The US has no counterpart to EN 1504: repair design follows ACI CODE-562-25 and ICRI guidelines, and individual products meet ASTM or ICC-ES documents that cover one class each.
The table below sets each EN 1504 part beside the nearest US document. Surface preparation is graded by ICRI 310.2R-2013 in profiles CSP 1 to 10, a scale EN 1504 does not use, and it is explained on the page for concrete surface profile.
| EN 1504 part | Nearest US document (edition) | What differs |
|---|---|---|
| EN 1504-2 | No class standard; NCHRP Report 244 (1981) | Chloride screening of sealers, no H, I, C classes |
| EN 1504-3 | ASTM C928/C928M-25 (rapid-hardening materials only), see rapid-hardening repair mortars; ACI CODE-562-25 | No R1 to R4 classes |
| EN 1504-4 | ASTM C881 epoxy-resin-base bonding systems (C881/C881M-20a) | Types, grades and classes by temperature |
| EN 1504-5 | ASTM C881 Type IV; ACI RAP-1 (2003, reapproved 2009) | No F, D, S categories |
| EN 1504-6 | ICC-ES AC308 (24), ACI CODE-355.4-24, see anchor approvals | Anchor qualification, not repair anchoring |
| EN 1504-7 | None | ASTM A775 and A934 cover shop epoxy-coated bar, a different product |
| EN 1504-10 | ICRI 310.1R-2008, ICRI 210.3R-2022 with ASTM C1583 pull-off tensile strength (C1583/C1583M-25) | Guidelines, not a harmonised site standard |

EN 1504 FAQs#
Can a product comply with EN 1504-9?#
No: EN 1504-9:2008 is a principles standard, not a product standard, so a product declares a part and method instead. A label that claims compliance with EN 1504-9 is a red flag on any declaration.
Did CE marking to EN 1504 end on 8 January 2026?#
No: harmonised parts cited under Regulation (EU) No 305/2011 stay valid after 2026-01-08 until the family moves under Regulation (EU) 2024/3110. The move happens one year after the family's implementing act is adopted.
What does an R4 claim under EN 1504-3 require?#
An R4 claim under EN 1504-3:2005 requires at least 45 MPa (6,527 psi) compressive strength, 2.0 MPa (290 psi) bond and 20 GPa (2.9 x 10^6 psi) modulus, plus the other R4 rows.
The full class matrix sits on the page for concrete repair mortars.
Which EN 1504-5 edition belongs on a declaration?#
EN 1504-5:2004 belongs on a declaration because it is the harmonised edition; EN 1504-5:2013 is the CEN current edition but is not cited.
Does EN 1504 cover corrosion-inhibiting admixtures?#
No: EN 1504 covers surface-applied products, and corrosion-inhibiting admixtures batched into concrete are concrete admixtures, covered on concreteadditives.net.
