Construction Chemicals Standards: EN, ASTM, ANSI, DIN and the Rules Behind Them

Construction chemicals standards are the EN, ISO, ASTM, ANSI, DIN and BS documents, approval criteria and regulations that classify products such as repair mortars, sealants and tile adhesives and govern their testing and sale. This index lists all 24 standard and rule pages with the edition in force on 2026-10-22.

The pages are grouped by issuer and by product family, from CEN and ASTM to the EU and SCAQMD rule books, and each document governs one or more families of construction chemicals.

Three gaps cause most specification errors: a CE-marking edition older than the CEN current edition (EN 12004:2007+A1:2012 against EN 12004-1:2017), EN and ASTM classes that do not convert (EN 1504-3:2005 R3 is not ASTM C928/C928M-25 Type R3), and a product's data sheet value read as the standard's requirement.

Standards, codes and regulations are checked against their issuing bodies, product values against the named data sheet and prices against the dated source named in the sentence; see our methodology and fact-checking.

What Are Construction Chemicals Standards?#

Construction chemicals standards fall into 5 document types: product standards, test methods, design standards, approval criteria and regulations. Product standards set classes and requirements, test methods measure one property, design standards choose a system for a structure, approval criteria cover products without a product standard, and regulations control CE marking, VOC content and worker safety.

One example of each type: EN 1504-3:2005 (repair mortar classes R1 to R4), ASTM C1583/C1583M-25 (pull-off tensile strength), BS 8102:2022 (below-ground structures), ICC-ES AC308 (24) (post-installed adhesive anchors) and Regulation (EU) 2024/3110 (CE marking from 2026-01-08).

How the Standards Are Organized: Issuer, Document Type and Product Family#

European and international product standards (8)#

Eight European and ISO standards classify repair, tile, screed, sealant and steel-coating products, and three of them (EN 12004, EN 14891 and EN 15651) carry a CE-marking edition older than the CEN current edition. EN 1504 has 10 parts, and parts 3 to 7 are cited for CE marking.

US product standards and test methods (9)#

Nine ASTM and ANSI documents set US types, grades and classes or define the test behind a value, from ASTM C881/C881M-20a epoxy bonding Types I to VII to ASTM D3359-23 tape adhesion.

Below-grade design standards in Germany and the UK (2)#

DIN 18533-1:2026-06, DIN 18533-3:2026-06 and BS 8102:2022 select below-ground waterproofing by water exposure and use, not by product. The 2026 DIN editions replace the 2017-07 editions and rename the water-load classes; BS 8102:2022 sets Grades 1a, 1b, 2 and 3 and protection Types A (barrier), B (structurally integral) and C (drained).

Fire resistance and anchor approvals (2)#

Fire-resistance ratings in the US come from ASTM E119-26 and UL 263 tests, and post-installed adhesive anchors are approved to ICC-ES AC308 (24) in the US and EAD 330499-02-0601 in the EU. UL 263 cannot replace EN 13381-4:2013 or EN 13381-8:2013 in Europe.

Regulations: CE marking, VOC content and diisocyanates (3)#

Three rule pages cover CE marking under Regulation (EU) No 305/2011 and (EU) 2024/3110, VOC content limits by jurisdiction, and the REACH Annex XVII entry 74 training rule for diisocyanates. EPA AIM sets no federal VOC content limit for adhesives or sealants.

How to Read a Standard Against a Data Sheet#

Reading a data sheet against a standard takes 3 checks, listed below in the order a specifier applies them.

  1. Edition: confirm the edition the claim was made to, such as EN 1504-3:2005 or ASTM C920-18(2024).
  2. Source of the value: separate a class requirement from one product's test result.
  3. Jurisdiction: confirm which country's or market's document applies.

The tests behind each value are described under test methods for construction chemicals.

CE-marking edition vs CEN current edition#

A harmonised standard is the edition cited in the Official Journal of the EU for CE marking, and for tile adhesive, tile membrane and sealant products that edition is older than the one CEN sells today. The CE edition for tile adhesives is EN 12004:2007+A1:2012, while CEN publishes EN 12004-1:2017. Tile membranes follow the same pattern with EN 14891:2012 against EN 14891:2017, sealants with EN 15651-1 to -4:2012 against the 2017 editions, and injection products with EN 1504-5:2004 against EN 1504-5:2013.

The cited editions stay valid under Regulation (EU) 2024/3110 (Art. 95(3)) until they are withdrawn. A product family moves to the new regulation one year after adoption of its implementing act, and no construction-chemical family had moved as of 2026-10-22.

EN and ASTM side by side: classes that do not convert#

EN and ASTM documents cover the same function with different tests, so a class in one system never converts into a class in the other. EN 1504-3:2005 R3 requires at least 25 MPa (3,626 psi) compressive strength by EN 12190, and it is unrelated to ASTM C928/C928M-25 Type R3, a rapid-hardening class.

The table below pairs the nearest EN or EAD document with its ASTM, ANSI or ICC-ES counterpart for eight functions.

Function EN or EAD ASTM, ANSI or ICC-ES
Repair mortars EN 1504-3:2005 R1 to R4 ASTM C928/C928M-25 R1 to R3
Structural bonding EN 1504-4:2004 ASTM C881/C881M-20a
Tile adhesives EN 12004:2007+A1:2012 (CE) ANSI A118.4-2023, A118.15-2023
Membranes under tile EN 14891:2012 (CE) ANSI A118.10-2023
Joint sealants EN 15651-1 to -4:2012 (CE) ASTM C920-18(2024)
Pull-off EN 1542 ASTM C1583/C1583M-25
Structural fire resistance EN 13381-4:2013, EN 13381-8:2013 ASTM E119-26, UL 263
Bonded anchors EAD 330499-02-0601 ICC-ES AC308 (24), ACI CODE-355.4-24

Nearest documents by function; no equivalence of classes.

Standard requirement vs one product's data sheet value#

A class threshold is what the standard requires, while a value on a data sheet is one product's result. EN 1504-3:2005 R4 requires at least 45 MPa (6,527 psi), and any higher figure on a data sheet belongs to the named product, not to the class.

Three test methods set no pass value at all. ASTM C1583/C1583M-25 reports pull-off strength and failure mode without a pass value. ASTM F2170-19a (in-situ relative humidity) and ASTM F1869-23 (moisture vapor emission rate) set no moisture limit; the limit comes from the specification or the product maker.

Specification sections vs performance standards (MasterFormat)#

A MasterFormat section number tells a specifier where a product is specified, not how it must perform. The performance comes from the ASTM, ANSI or EN document that the section names, such as ASTM C920-18(2024) for joint sealants or ANSI A118.10-2023 for membranes under tile.

Safety Data Sheets and Labels: OSHA HCS 2024 and California Prop 65#

US labels and safety data sheets for construction chemicals follow the OSHA Hazard Communication Standard (29 CFR 1910.1200) as updated in 2024, effective 2024-07-19. Manufacturers update substances by 2026-05-19 and mixtures by 2027-11-19.

Employers update for substances by 2026-11-20 and for mixtures by 2028-05-19, as printed in eCFR on 2026-10-01. The safety data sheet keeps its 16-section format under the 2024 update.

California Proposition 65 adds a warning duty for listed chemicals. "Silica, crystalline (airborne particles of respirable size)" is listed for cancer since 1988-10-01, and toluene diisocyanate (TDI) is listed for cancer since 1989-10-01 (OEHHA list dated 2026-07-31). The hazard line of each product comes from its own safety data sheet.

What the Standards Watch Tracks: Revisions, CPR Dates and Rule Amendments#

The standards watch tracks four kinds of change: new editions and reapprovals of these standards, CPR 2024/3110 implementing steps, VOC rule amendments by air districts and the EPA, and REACH and OSHA dates.

The dated items on the watch as of 2026-10-22 are listed below.

  • Delegated Regulation (EU) 2026/1310, in force 2026-09-17, sets assessment systems: concrete protection and repair products 2+ (structural) or 4, tile adhesives 3, chemical anchoring kits 1.
  • Notified bodies are reassessed under Regulation (EU) 2024/3110 by 2030-01-08.
  • European Assessment Documents listed by 2026-01-08 stay valid to 2031-01-09.
  • SCAQMD Rule 1168 limits clear, paintable, immediately water-resistant sealant to 250 g/L (2.09 lb/gal) since 2026-01-01.
  • A proposed amendment to SCAQMD Rule 1113 is in working groups and not adopted.

Changes are reported under construction chemicals news.

Which Standard Applies to a Construction Chemical Product?#

The standard that applies is the one the product's market and use require: an EN class and CE marking in the EU, an ASTM or ANSI type and class in the US, and the national design standard for below-grade work. In Germany that design standard is DIN 18533-1:2026-06, and in the UK it is BS 8102:2022. Admixture standards such as EN 934 are covered on concreteadditives.net.

Is a product "EN 1504 certified"?#

No: a product declares a part and a class, such as EN 1504-3:2005 R4, on its declaration of performance, and no product complies with EN 1504-9:2008, which sets 11 principles. Three red flags on a declaration are listed below.

  • "EN 1504 certified" with no part or class.
  • "Compliant with EN 1504-9".
  • A system 2+ CE mark without a notified-body number.

Does every ASTM test method set a pass value?#

No: ASTM C1583/C1583M-25 reports pull-off strength without a pass value, and ASTM F2170-19a and F1869-23 set no moisture limit. The limit comes from the specification or the product maker.

What does the year in brackets after an ASTM number mean?#

The year in brackets marks a reapproval: ASTM C920-18(2024) is the 2018 text of C920 reapproved in 2024, and it is the active edition as of 2026-10-22.
